Polymarket traders are growing increasingly skeptical about the future of the CLARITY Act. The odds of the major crypto bill passing in 2026 have dropped to just 37% on the popular prediction market. While the House of Representatives has already passed the bill and a Senate committee has approved it, the legislation remains stuck in a political deadlock.

The main sticking point is a heated debate over ethics rules. Senate Democrats, led by Elizabeth Warren, are pushing for strict rules to stop senior government officials, including the president, from profiting from the crypto industry they regulate. This push gained momentum after Donald Trump's financial disclosures showed roughly 1.4 billion dollars in crypto related income, including big sums from World Liberty Financial and the TRUMP meme coin.

Republicans are pushing back against these rules, arguing that targeting the president's business interests could ruin bipartisan support for the broader market reforms. However, Republicans need at least some Democratic votes to reach the 60 vote threshold required to clear a Senate filibuster. Without a compromise, several key Democrats are refusing to support the bill.

Time is quickly running out for lawmakers. The Senate has a very limited number of days on the legislative calendar before the upcoming August recess. If the CLARITY Act does not make it to a floor vote soon, it will have to compete with government funding deadlines and other priorities later this year, making its path to becoming law even more difficult.
