Washington chose euros to avoid weakening the strong dollar policy. By tapping euro reserves rather than selling dollars, the Treasury managed the situation without sending mixed signals to global markets. This intervention successfully pushed the yen from around 164 down to about 158 against the dollar, easing some of the recent pressure on Japanese currency markets.
