South Korean law enforcement is facing a massive surge in digital asset crime, fueled by a specific cross border laundering technique known as Hwanchigi. Reports show this method accounts for $6.4 billion out of $7.1 billion in illegal crypto transactions recorded in the country since 2021. Criminal networks are using it to bypass traditional banking controls, moving illicit funds quickly and across borders without triggering standard regulatory alarms.

Recent data highlights a dramatic shift in criminal activity. Money laundering cases involving virtual assets jumped to 1,214 in the first half of 2026, marking a massive increase from just eight cases in all of 2025. This surge pushed laundering to nearly 80 percent of all crypto offenses detected during that six month window, replacing investment fraud as the primary digital crime category. Despite tracking the illicit money flows, police face a major enforcement gap. Authorities made only 18 arrests for crypto money laundering in the first half of 2026, even as detected cases multiplied. Many ringleaders remain at large abroad, hiding behind foreign jurisdictions and Interpol red notices.
