The core issue centers on a dispute over corporate control. While HTX previously claimed that Huobi Global SA is distinct from its online platform, regulators in the United Kingdom have suggested that Huobi Global SA acts as the owner and operator of the exchange. Because HTX has not clearly disclosed its ownership structure, users are now responsible for determining if their specific holdings involve the sanctioned entity.
The new regulations apply to EU nationals, entities operating within the bloc, and anyone conducting business under member state laws. For users who find they are dealing with the sanctioned entity, the regulation provides a narrow exit path. Customers can apply to national authorities for permission to withdraw funds and close accounts, provided the assets are moved to a compliant financial institution. Applications for these withdrawals must be submitted within three months after the August 23 deadline.
