This is a significant development because law enforcement concerns previously discouraged some Senate Democrats from supporting the legislation. By removing this roadblock, proponents hope to build the necessary momentum for an upcoming procedural vote.
Senate Majority Leader John Thune has already moved to initiate a cloture vote to limit debate and bring the bill to the floor. Passing this hurdle requires 60 votes, which means the bill needs support from both sides of the aisle. While the shift in tone from the Sheriffs Association helps, the math remains difficult for supporters given the current makeup of the Senate.
Even with this positive news, the clock is working against the bill. House leaders recently canceled several voting sessions, leaving very little time for the Senate and House to coordinate before the November midterms. Many observers believe the only way forward now is a post election lame duck session.
These delays have forced analysts to lower their expectations. Galaxy Research recently cut its probability for the bill becoming law from 50 percent down to 30 percent. Prediction markets are even more cautious, currently placing the odds of passage below 20 percent. Traders should keep an eye on how the Senate handles the upcoming procedural vote to gauge if there is any real life left in this legislation.
