Seven Democratic senators have publicly stated the new version falls short on key issues like consumer protection and ethics. Since the bill needs 60 votes to overcome a filibuster, Republican leadership cannot pass it without Democratic help.

Time is the biggest obstacle. Even if a deal is struck, the Senate schedule is crowded with other priorities.
