Russia Finalizes New Law to Legalize Cross Border Crypto Trade
Russia just passed a major law creating a formal, government supervised framework for using cryptocurrency in international trade.

LIVERussia has officially moved to regulate digital assets with the passage of a new bill aimed at managing crypto exchanges and cross border transactions. The law creates a legal structure for the country to use digital currencies for international trade, effectively moving what were once gray market activities into a state approved environment. While this legitimizes the use of crypto for foreign business, the ruble remains the only legal currency for daily shopping inside the country.
Under this new framework, the Bank of Russia will oversee a registry of licensed firms including brokers, exchanges, and depositories. Companies operating in this space must meet specific capital requirements and join self regulatory bodies to remain in good standing. The law places a strong focus on oversight, allowing authorities to monitor transaction volumes while requiring a mandatory 48 hour hold on large transfers destined for foreign accounts.
Individual investors also face new rules based on their qualification status. Retail buyers have annual limits on how much crypto they can purchase or send abroad, while qualified investors face higher caps. The law also establishes strict criteria for which digital assets can be traded on organized venues, likely limiting early options to major coins like Bitcoin and Ether. Privacy coins are strictly off the table.
This shift marks a major change in policy for Moscow, which only a few years ago considered a total ban on crypto. Now, the government is building infrastructure to bypass traditional banking systems that have been restricted by international sanctions. The new rules take effect on September 1, 2026, giving existing operators a grace period to adjust their business models to the new standards.
