Grayscale Research points to Ethereum, Solana, and BNB Chain as the primary beneficiaries of a new regulatory proposal from the Securities and Exchange Commission. The agency introduced a framework called Regulation Crypto Assets, which aims to give startups a clear legal path to sell newly issued tokens to US investors. Grayscale argues that official fundraising rules will pull founders and investors back onchain, bringing major activity to the networks hosting those sales.

The proposal introduces two distinct fundraising lanes for startups. One option allows companies to raise up to $5 million over four years, while a second lane permits up to $75 million per year with standard financial reporting. Crucially, the framework provides a safe harbor that lets tokens exit securities classification once the issuer finishes essential managerial tasks. This detail addresses the core issue behind years of regulatory friction in the sector.

Grayscale has already backed its thesis by making BNB its largest fund holding in its Smart Contract Fund with a 30.6 percent weighting. Meanwhile, Ethereum recently posted a 15 percent price jump, trading near $2,179, while Solana sits around $86.98 and BNB holds near $630.

The proposal now enters a 60 day public comment period once it reaches the Federal Register. Market participants will watch to see if US founders actually return their fundraising activities to domestic shores.
