The Council of the European Union added HTX and Huobi Global S.A. to its sanctions list this week. Officials claim these entities are helping to frustrate trade prohibitions that aim to limit the Russian economy and its military operations. Specifically, the EU points to connections between the exchange and the A7 Network, which operates the A7A5 stablecoin.

These measures follow similar actions taken by the United Kingdom against Huobi Global S.A. While HTX has previously tried to argue that it is a separate entity from the companies named in these government lists, regulators are treating them as one and the same. The EU decision explicitly groups HTX and Huobi together.

In response to the mounting pressure, HTX has shifted over 1 billion dollars in reserves to an undisclosed third party custodian. The exchange has not identified this custodian to the public. Meanwhile, blockchain researchers at TRM Labs report that the exchange is frequently changing its wallet addresses, a move they suggest is designed to evade automated screening tools used by other platforms.

HTX maintains that its wallet rotation is simply a routine security measure common in the industry. As regulators increase their scrutiny, market observers are watching to see how these restrictions will impact the platform's ability to operate and its liquidity levels moving forward.
