The European Union has included the crypto exchange HTX in its 21st package of sanctions against Russia. Starting August 23, individuals and companies within the bloc are prohibited from transacting with the platform. Officials claim that HTX and thirteen other services have actively undermined restrictions related to the ongoing conflict in Ukraine.

While this move blocks new transactions, it does not function as a total asset freeze. EU, European Economic Area, and Swiss residents have a three month window to withdraw their funds or close their accounts on the affected platforms. Other exchanges named in the document include EXMO, Rapira, and BitPapa.

This decision follows recent scrutiny regarding HTX operations, including allegations from blockchain intelligence firms about the frequent rotation of hot wallets. The broader sanctions package is the largest of its kind in four years and targets nearly 220 individuals and entities to limit Russian financial access.

Market observers should watch how these international restrictions affect platform liquidity and whether the European Council uses its new authority to target crypto providers in other regions.
