A study of 48 large Ethereum protocols shows that the very rules meant to protect a project, such as registration requirements and staking periods, often concentrate power among a small group of wealthy holders. These barriers mean that a protocol with thousands of token holders might actually be governed by only a handful of addresses that control the majority of the active voting power.

As protocols continue to refine their governance, expect more projects to adopt complex staking requirements or formal veto powers.
