CLARITY Act Faces Major Hurdles Ahead of Senate Vote
The landmark crypto market structure bill is struggling to gain support as Democrats, banks, and state officials voice strong opposition.
coinbeat.newsSenate Republicans released a revised version of the CLARITY Act this week, hoping to secure enough support for a crucial cloture vote scheduled for Tuesday. The updated text includes over 100 changes aimed at satisfying critics by addressing ethics rules, stablecoin risks, and developer concerns. Despite these efforts, the legislation is already facing significant pushback from multiple sides.
Key Democrats remain unconvinced by the new ethics provisions, arguing that the bill still contains loopholes regarding potential conflicts of interest. Meanwhile, a coalition of 18 state attorneys general expressed alarm that the legislation could override local authority and hinder their ability to investigate fraud. These officials argue that the bill might actually weaken existing protections rather than strengthening them.
Banking groups are also dissatisfied with the latest compromise regarding stablecoins. The bill introduces a Treasury circuit breaker designed to intervene if stablecoin rewards draw too many deposits away from community banks. However, bank trade associations claim this mechanism acts too late and only addresses problems after they have already caused financial damage.
With only one day until the Senate motion, the lack of consensus puts the future of the bill in doubt. Lawmakers will need to gather at least 60 votes to move the legislation forward, but current disagreements among stakeholders make the path to passage look increasingly difficult.
