Circle President Heath Tarbert has sold more than 360,000 shares of Circle Internet Group since the company went public in June 2025. These sales total over $30 million. The activity comes at a difficult time for the firm, as the stock price has fallen 76 percent from its highs to trade near $62.

Regulatory filings reveal that most of these sales were not driven by sudden market pessimism. Eight of the ten transactions occurred through a Rule 10b5 1 trading plan. These plans allow executives to set up automatic, pre scheduled sales to avoid any perception of insider trading. The remaining sales took place during the initial public offering and a secondary offering.

Despite the decline in value, Tarbert remains vocal about the company strategy. He recently defended the long term vision of the Arc blockchain project on television, telling investors that the stock will eventually reflect the value of their infrastructure work. Wall Street analysts are currently more skeptical of that outlook.

Market experts at Mizuho recently downgraded the stock to underperform. They worry about the rise of Open USD, a competing project backed by major industry players like Visa and Mastercard. With the price target lowered to $50, investors are watching closely to see if Circle can hold its ground against increasing competition.
